supporters of animal welfare and justice officials throughout the world,
I am sure
you’re a supporter of animal welfare and one of the
justice officials.
In my spare time I’m engaged in
charity activities. I spend my spare time in
protecting stray cats and local cats. For animal welfare, Kato City and Miki City
located in the south eastern part of Hyogo Prefecture, Japan are lawless areas .
I hope you’ll understand the purpose of what I describe here and you’ll cooperate
with me. I mean you’ll append signature. The director of the Harima Chuo Park is
a criminal. Illegally he’s going to kill six stray innocent cats. Some civilians I know
told that they can’t overlook such a criminal act.
Also this ASD rascal is going to move them to Auschwitz Concentration Camp
accommodating stray innocent cats and dogs called Miki Kanri Animal Center.

We
ask for your urgent signature to remove the illegal signboard.
You have recognized that the signboard says that the park director kills six
abandoned
innocent cats by starving. In fact, they are
protective animals unlike wildlife such as tigers
and lions. Unless they are fed, they certainly lose their lives.
According to the law,
whatever they might be stray cats, local cats (community cats), and house cats,
they are
prohibited to be killed. They
have the right to live in any circumstances they are facing.
The
description
in the signboard is ILLEGAL. Fucking director Tsunefuji must be punished by
imprisonment. His illegal remark was recorded by voice recorder. He
treated the living
things like cats as "trash" which is worth being imprisoned.

１．「えさやり、やめんかい、やめんかったら、猫を保健所（動物管理センター＝動物版アウシュビ
ッツ）に強制的に移動させるぞ！」＝１００％犯罪行為で猫を住み慣れた場所から勝手に別の場
所(突然環境の違う場所）に移動させてはならないと法律では規定している。
えさやり人は法律に乗っ取ってえさやりを行っている。給餌＝合法的な活動である。「えさやり
禁止」と表示しているが、その根拠は何なのか、資料を提示して明示してもらう必要である。え
さをやらなければ（食事をさせなければ）不幸な捨て猫は餓死するのは明らかである。世間一般
の常識とかみんなが言うとるという基準は何か。
２．所長「そんなに気になるんやったら、お前らが連れて帰らんかい！」＝これも違法行為で、前の
飼い主（猫遺棄者）から引き継ぎをしておらず、賠償金も入手していないのに「遺棄者の尻ぬぐ
いをしている」私たちが連れて帰る義務はない。各家庭の事 情（経済的に、体力的に、時間
的に余裕のある場合）を考慮して任意で世話をするのはよいが、飼い主不明の猫を連れて帰らん
かい！と強制するのは民法の財産権侵害権（尻ぬぐい者が費用負担）と所有権の強要は人権侵害
＝憲法違反に相当する。所有者不明の猫を連れて帰らんかい！と強要するのは窃盗ほう助の疑い
もある。尻ぬぐい者を悪者にするのも犯罪で人権侵害に相当する。一番悪いのは（罰すべきは）
猫を遺棄した者である。猫の遺棄を未然に防げなかった公園側も悪い。
職務怠慢(Neglect
responsibilities)である。

所長「何が財産権や！ ゴミ同様の野良猫やないかい！ えさやらんと自然死させんかい！
死んだら、ゴミ処理業者に引き取ってもらうさかい！」→生き物をゴミ同様と考えているのは
超犯罪である。
４．所長「ここの野良猫は野生動物やさかい、自然死させんかい！キツネ、シカは保護せんなアカ
ンが、野良猫はじゃまやさかい、即、殺すか、追い出さんなアカン」
→猫は愛護動物であり、トラやライオンと違って野生動物ではない。人と関わりをもたなければ
生きていけない。クリの実は気候変動で不足しており、カエル、虫、トカ
ゲ等を食べても消
化器官を痛め、腸内に虫が発生する。
所長「わしは世間から猫を飼っていると言われるのがかなわんのや！！」→
広域公園の本来の業務はすべての動植物の命を守ることと公園全体の環境保全（表裏一体）である。
最初にやるべきことをしておらず職務怠慢である。遺棄者を目こぼしし、後から尻ぬぐいをする者
に責任をすべて負わせるのは人権侵害＝犯罪行為に抵触する。
◎保護団体の見解＝法律では野良猫、飼い猫にかかわらず、殺してはならず、命を守ることと規定し
ている。行政と住民が１つになって見守っていかなければならない。猫たちは住み慣れた環境で生
活する権利を有する。＝TNR。諸悪の根源は猫遺棄者である。地域社会は遺棄者を含む犯罪者を目
こぼししているのを断じて許してならない。罪のない地域猫を衰弱させて死亡させたら懲役５年の
罰則と懲戒処分という刑罰が待っている。
